Abstract: This research paper studied and applied the concept of OKRs to reduce the delay in the preparation of criminal Inquiry file in the life crimes category (Section 288 and Section 289). According to the study, Thai Police inquiry officers have powers and duties to investigate crimes. The life offenses category has several stages of investigation. While Thai Police have measures to control the investigation period of the case. However, some investigation case was delayed because some inquiry officers has no experience and were unable to determine the importance of evidences and the supervisors did not work closely. In managing a non-governmental organization, it is like doing an inquiry file. There must be a number of things that the organization has to do to meet its objectives or corporate goals. But the lack of focus on what is important makes personnel do not know the direction of the organization to go. And if each other departments work on their own duties without being aware of the progress of other departments. Such organizations are difficult to achieve their goals. So the concept of OKRs was born. It is under two components: Objects and Key results, which companies who have adopted this concept to manage the organization and have success such as Google and Youtube. For this reasons, the researcher would like to propose the concept of OKRs to be used in the preparation of criminal investigation case in the category of life offenses. In order to reduce the delay in making inquiry file and develop the potential of the inquiry officers for the better. Based on research, it was found that OKRs were able to reduce delays the inquiry. The officers had established significant evidence and methods to obtain that evidence. There is a definite period of time. Supervisors and investigators in charge of cases can see progress and responsibilities. Follow-up progress will be conducted weekly to prevent delusional investigations or does not follow the set direction. And setting a stretched goal in line with the OKRs concept also allows investigators to develop their competencies.
