This research aims to 1) develop and find the quality of teaching and learning materials for virtual Thai language subjects at Mathayomsuksa 1 level. 2) Develop and find quality learning management plans with virtual instructional media in conjunction with a partner learning model. 3) Finding the effectiveness of virtual learning and teaching materials together with a partner learning model for Thai language subjects at Mathayomsuksa 1 level. 4) Compare learners' pre-learning and post-learning achievement after learning with virtual teaching materials together with a partner learning model. 5) Finding the satisfaction of learners with virtual learning and teaching materials together with the peer-to-peer learning model. The sample groups in this research were 2 6 students in Mathayom Suksa 1 , Bang Luang Wittaya School using simple random sampling method research tools included 1) Virtual teaching materials for Thai language subjects 2) Instructional plan 3) Learning achievement test 4) Learners satisfaction test The statistics used for data analysis were mean standard deviation. And t-test The research found that 1) development and finding the quality of teaching and learning materials for Thai language subjects at Mathayomsuksa 1 level, the content quality is very good (x􀒧= 4.64, S.D.=0.48). The media production technique is very good (x􀒧= 4.88, S.D.=0.37). 2) Learning management plan with virtual learning and teaching materials in conjunction with a partner learning model. The quality is very good (x􀒧= 4.56, S.D.=0.56). 3) The efficiency of virtual learning and teaching materials together with a partner learning model for Mathayomsuksa 1 level of Thai language was 84.23 / 80.26, which had higher efficiency than the 80/80 criterion. 4) The learner's achievement after (x􀒧= 24.08, S.D.=2.06) was significantly higher than before (x􀒧= 12.42, S.D.=3.62) at the .05 level. and 5) The students' satisfaction with the learning materials developed was very good (x􀒧= 4.66, S.D.=0.51).en_US
