Abstract: This study aimed to (1) examine the experiential learning processes used in the development and rehabilitation of youth in the Juvenile Observation and Protection Center in Chanthaburi Province, (2) analyze the components and mechanisms of learning activities that promote youth rehabilitation in the rehabilitation justice process, and (3) develop an experiential learning model appropriate to the context of the juvenile observation center. The research employed an integrated qualitative methodology, collecting data through in-depth interviews, observations, and document analysis from 15 key informants, including administrators, staff, and network partners involved in youth development at the juvenile observation center. Data were analyzed using content analysis and conceptual synthesis. The results found that (1) the experiential learning process occurs through practical activities and the participation of stakeholders, consisting of five stages: creating experiences through activities (Experience), reflection, creating understanding and lessons (Conceptualization), experimentation and behavior adjustment (Experimentation), and strengthening reintegration into society (Reintegration), which helps develop life skills, responsibility and positive behavior among youth. (2) The analysis of the components and mechanisms of learning activities indicated that the success of the rehabilitation process results from the integration of collaboration among personnel in the juvenile observation center, network partners, and participatory learning activities based on real-life experiences. (3) The findings led to the development of an Experiential Learning Model for Youth Rehabilitation within the Restorative Justice Process (Restorative Justice Experiential Learning Model: RJ-EL Model). This model provides a framework for designing youth development activities that promote deep learning and sustainable behavioral change.
