Abstract: This research aimed to: (1) study the leadership based on the “Understand, Access, Develop” concept of school administrators in promoting STEM education integration among teachers and investigate the current state of STEM education integration in Southern STEM Network Schools; and (2) propose guidelines for developing such leadership. The sample consisted of 26 school administrators, 312 teachers, and 5 experts selected through purposive sampling. The research instruments included a five-point Likert scale questionnaire and a semi-structured interview. The content validity index (IOC) ranged from 0.80 to 1.00, and the reliability coefficients were 0.95 and 0.91. Data were analyzed using percentage, mean, standard deviation, and content analysis. The findings revealed that: (1) overall leadership based on the “Understand, Access, Develop” concept was at the highest level; (2) among the leadership dimensions, Development had the highest mean, while Understanding had the lowest mean, although both were at the highest level; (3) overall STEM education integration was at a high level, with in-subject integration rated the highest and multidisciplinary integration the lowest; and (4) the proposed leadership development guidelines included self-development in three knowledge dimensions, learning from experts and authentic situations, continuous practical training, and establishing collaborative networks with external agencies.
