Decentralization had the highest mean score, followed by equity, while responsiveness had the lowest mean score. The guidelines indicated that administrators emphasized systematic decentralization by assigning responsibilities according to staff competencies, which enhanced efficiency, reduced workload, and increased flexibility. In addition, staff and stakeholders were encouraged to participate in decision-making and teamwork, promoting collaboration, shared responsibility, and effective organizational development. | en_US |
