Abstract: The objectives of this research were 1) to synthesize a conceptual framework for developing an inverted classroom learning model for cloud learning; 2) to assess a conceptual framework for developing a learning model. An inverted classroom model for cloud learning.􀀃The target group is 5 qualified persons in education.􀀃By selective selection. The tools used in the research are: Related Documents and Research 2) Instructional Management Step Assessment The development of an inverted classroom learning model with cloud learning. The statistics used in the data analysis were: mean standard deviation. The findings were as follows: 1) The conceptual synthesis of a cloud learning inverted classroom learning model with 21st century skills consists of 5 steps: (1) the content intro ( 2) the stage of studying content before entering the classroom (3) the stage of review and introduction (4) the stage of implementation of the activity (5) the stage of conclusion and evaluation 2) The results of the evaluation of the appropriateness of the conceptual framework synthesis for the development of an inverted classroom learning model for cloud learning together with 21st century skills were found to have a high level of overall suitability ( x = 4.40, S.D. = 0.40)
