Abstract: At present, the epidemic situation of the coronavirus disease 2019 (COVID-19) prevents students from attending regular classes at school [1]. Therefore, students should be encouraged to learn blended learning. which is a learning method that allows students to study in the normal classroom and study online by incorporating virtual classroom technology. The objective of this research were 1) to synthesize the conceptual framework for development model of blended learning via virtual classroom for primary students. 2) to evaluate the conceptual framework for development model of blended learning via virtual classroom for primary students. The target group were five experts in computer education. The research instruments were 1) related documents and research. 2) the conceptual framework for development model of blended learning via virtual classroom for primary students. 3) assessment of the conceptual framework for development model of blended learning via virtual classroom for primary students. The statistics used in data analysis were means and standard deviation. The results showed that 1)􀀃the conceptual framework for development model of blended learning with virtual classroom for primary students comprised 5 components: (1) Live Event (2) Self Learning (3) Collaboration (4) Assessment and (5) Support Materials. And 2) the evaluation results of the suitability of􀀃the conceptual framework for development model of blended learning via virtual classroom for primary students. Found that the suitability was at a high level ( x =4.31 , S.D = 0.45) This synthesis can be applied to students in other grades. in the situation of the corona virus 2019 (COVID-19) epidemic, including in normal situations.
