Commission of overseeing and following-up administration participation's: A case study of Tao Poon police station

Abstract

The Participation of the Commission of Overseeing and Following-up Police Administration: a Case Study of Tao Poon Police Station. This research aims to study the roles and duties of the Commision of Overseeing and Followins-up Police Administration, Tao Poon Police Station, in their participation in crime prevention and suppression, to investigate their problems and obstacles to their participation in crime prevention and suppression as well as the guidelines for solving the problems and improving their operation in collaboration with the community. This study is qualitative research. Data were obtained through content analysis and semi- structured in-depth inteniews with 8 key informants who were the members of the Commission of Overseeing and Following-up Police Administration, Tao Poon Police Station. The result showed that the roles and duties of Commission of Overseeing and Following-up Police Administration included: visiting the community, having a meeting with community representatives, organizing a project to promote the public knowledge, eg. DARE. (Dhug Abuse Resistance Education), participating in the commission member meeting to acknowledge crime figures, problems, and solutions. Problems and obstacles comprised lack of unifoms and budgets, inconvenient meeting time, lack of the participation of the commission members in activities, especially visiting the community. The research provided four recommendations including an appropriate allocation of budgets and revenue enhancement through extra activities, the establishment of collaboration between police officer in the community and police patrol officers in making regular patrols, the establishment of projects to promote the public participation of the community members in crime prevention and suppression, and the promotion of collaboration between the community and the Commission of Overseeing and Following-up Police Administration.

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึษาบทบาทและหน้าที่ของคณะกรรมการการตรวจสอบและติดตามการ บริหารงานตำรวจสถานีตำรวจเตาปูนในการมีส่วนร่วมป้องกันปราบปรามอาชญากรรม ศึกษาปัญหาและอุปสรรคมี ผลต่อการมี ส่วนร่วมป้องกันปราบปรามอาชญากรรมและศึกษาแนวทางการแก้ไขปัญหาและแนวทางการส่งเสริม พัฒนาการปฏิบัติงานของ คณะกรรมการการตรวจสอบและติดตามก ารบริหารงานตำรวจร่วมกับชุมชนในการป้องกัน และปราบปร๊ามอาชญากรรม โดยการศึกษาครั้งนี้เป็นการวิจัยชิงคุณภาพด้วยการวิเคราะห์เนื้อหาและการสัมภาษณ์เชิง ลึกแบบกึ่งโครงสร้างจากผู้ให้ข้อมูล สำคัญ 8 คน ประกอบด้วยคณะกรรมการการตรวจสอบและติดตามการบริหารงาน ตำรวจ สถานีตำรวจนครบาลเตาปูนผลการวิจัยพบว่าทบาทและหน้าที่ของคุณะกรรมการการๆ ในกา รมีส่วนร่วมป้องกันปราบปรามอาชญ์ากรรมในชุมชนแออัด เตาปูนประกอบด้วย การลงพื้นที่เพื่อเข้าเยี่ยมชุมชน การจัด ประตูมร่วมกับชุมชน การจัดโครงการให้ความรู้ในชุมชน เช่น โครงการ Drug Abuse Resistance Education และการจัด ประชุมของคณะกรรมการการฯ เพื่อรับฟังสถิติการเกิดอาชญากรรม ส่วนปัญหาและอุปสรรคประกอบด้วยเครื่อง แต่งกายและงบประมาณ ข้อจำกัดด้านเวลาในจัดการประชุมและ ตรวจเยี่ยมชุ่มชน คณะกรรมการขาดการมีส่วนร่วมในกิจกรรมต่างๆ โดยเฉพาะการตรวเยี่ม ชุมชน และแนวทงการแก้ไขปัญหาและส่งเสริมพัฒนาการปฏิบัติงานของคณะ กรรมการการตรวจสอบๆ คือรจัดสรรงบประมาณและหารายได้จากกิจกรรมพิเศษการสร้างความร่วมมือ ระหว่างตำรวจชุมชนกับสายตรวจในการตรวจพื้นที่ร่วมกันและการจัดตั้งโครงการต่างๆ และการส่งเสริมการมีส่วนร่ว มระหว่างชุมชนกับคณะกรรมการฯ
